To avoid future confusion, is our definition of U/C when the application to build the structure is submitted with the council; when demolition of the buildings on site begins or when the actual structure begins to be constructed?
I am just asking so I do not cause such a fuss next time.

Can't say I am surprised or even care about this one to be honest.
I am not a fan of large open car parks in the city. However there are at least 5 other approved office buildings I would rather see go ahead before this boring, short glass box proceeds.

This application will come before the ACC DAP at its next meeting. Because the application was designated category 3 non-complying before a decision can be taken as to whether it can be approved or not, the panel must decided first whether to proceed with assessment. In the case of this application the panel is expected to NOT PROCEED with assessment, as open lot carparks are in violation of the development code.

Interesting. What would be a better outcome?
With a car park, the developer gets some revenue is less likely to be forced to sell the land, so the tower may be resurrected in the future. Alternatively, the developer may just whack up a quick and nasty lowrise building to generate some revenue. These structures have a nasty habit of sticking around longer than intended.
Without a car park, the site will probably go to market at a heavily discounted rate. The DA plans may go to market with it. Who knows what may happen!
