I have to say that I think it's a shame it would cost so much to build over those lines however, as building a grassed area over the lines between the bridge (or that conceptual hotel next to the bridge) and the HMRI would really serve to connect the riverbank area to the busy UniSA/HMRI/Hospital area. It would also encourage people to pass through the riverbank area. See this quickly edited image as an example:
That said while I think it would be a massive improvement to the area it would be expensive to do so I would expect to see commercial development over those lines long before something like this was considered.
edit: An area like this could also incorporate features like a redeveloped skate park, and the City Beach volleyball courts.

I completely agree that that should be considered. One of the things I don't feel was ever properly address in the redevelopment master plan was the connection to the river from North Terrace; your solution would certainly does.

And I've even thought building something over that side of the railroad tracks like a Casino could incorporate more people to visit the riverbank area. I mean, if done correctly it could be great. Of course, it would probably end out looking like a mini Crown Casino.

I caught a train into Adelaide a few mornings ago and I was amazed at how dark the tunnel got into the railway station (admittedly it does take a few moments for your eyes to adjust from the summer sun to the darkness of the station).
I also came to a realisation with all of this that it's entirely possible to now go from under the Morphett Street bridge all the way to the corner of Bank Street and Hindley Street without actually seeing the sun or going outside, by virtue of the Railway Arcade. I just found that odd as I walked through.

That grass space would provide a fantastic venue for outdoor music/arts events. If you compare the size of the re-developed Elder Park with that space, it's considerably bigger. I'd love to see it take shape!
Otherwise, I'd highly recommend a DFO outlet on that side of the bridge, we're yet to have a DFO in SA, and it'd be a fitting city location for such a precinct.

It being at such an important place, a DFO is not a good idea. I'd rather have something on the entertainment side. Aquarium, theme based attraction, maybe a future observation tower?

it is in the wrong place, but I would love to see a museum of Modern art to compliment the Adelaide Art Gallery (which is superb in it's own right)

No chance of an observation tower with the flight path... Aquarium would go nicely, perhaps on the other side of the Torrens though, where it becomes a lake; I think there are currently tennis courts situated there.

I went through Morphett St the other day and I really can't help but stress how much more aesthetically pleasing the building is going to look over the top of those formerly horrid looking trainlines that are now neatly hidden away where they should be. Hahaha.
I really would love to see a development utilise the space available from the current skatepark site, all the way down to the Torrens Riverbank. Do you reckon anything will be built or at least proposed to be there before say, 2020ish? It would make Adelaide feel a fair bit bigger in my opinion and also, the train commuters would almost feel as though they were on something resembling an underground system... For all of 500 metres. Hahaha.

Would suggest a museum of Modern/Contemporary Art would be perfect in the right precinct to with the Uni's and the Tafe Art School close handy ... Would encourage an open air "art" plaza to link to the hospital
