Why is split from tram thread locked?

Anything to do with the running of the website. (e.g. Suggestions, bugs, etc)

Why is split from tram thread locked?

I noted that the Port Adelaide Tram thread was drifting too far off topic, and recommended the discussion continue in the pub. It was subsequently split and moved to the pub, but locked so the discussion can't continue. Why?
