Completely wrong place for it. I think it would suit much better at Cedar Woods, Glenside

Excellent news - finally a milestone building - maybe two with the Keystone. Really pleased we will have a new tallest.
This will mean that the only Adelaide building in the top 10 for hight that is over 6 years old will be the RAA, as both the Telstra and Grenfell Centre will fall out of teh 10 when the KW Tower, the Market Tower and the Vic Tower are completed.

It occurred to me after taking this photo that the shafts come up close to the balcony in parliament house, which is part of the gap between the two buildings. I'm wondering if they'll have to go completely.

No one can stop you taking pictures from outside the site. A couple of times I have asked a worker inside the site to take a picture for me and povided they are not busy and it is safe to do so, they usually oblige.
I too saw tthe mobile on site but from the other side of the Road so I could not see exactly what it was doing.

There's no expectation of that sort of privacy in a public place.
As long as you weren't trying to enter the site, white card or not you'd still need to do a site induction and have PPE on, and weren't getting in their way.
That yellow gate in one of your photos they often swing that open for vehicles entering and leaving the site. They're normally pretty good about it with pedestrians.
