Also could be a good opportunity for the government to setup a Parklands Authority and take away control/management of the parklands from the council.

There already is - Kadaltilla/Park Lands Authority, however their authority is limited as the State Government can and does override their recommendations.

That's part of the city council though. And the parklands aren't the typical reserves overseen by councils.
A proper state parklands authority should also oversee the squares within the city, and any other significant parkland within the metropolitan area such as the mangroves at st kilda/torrens island.
Make it a branch of NPAWS.

Looks like it. Best spot for it and has superb views looking over the Torrens towards the city.

Needs to be said, these renders are from 2018 when the ACC commissioned a study undertaken by a different golf course design group into upgrading the North Adelaide Golf Course, and they're not at all associated with the LIV redevelopment.
