Concrete pour for ground floor footing completed Saturday afternoon. No sign of where crane base could go. Maybe within very small core or right at far west end of site if there is going to be any lane between neighbouring building, where white ute is parked.

I couldn’t tell. I just quickly drove past.
I think this developer built the August Towers though? That was one of the most drawn out developments ever and wasn’t finished in the end.

I am not sure if this developer (Festival State Building Group) has any association with Build 29 who developed August Towers.

why start building then stop?
are there some kind of laws that stipulate building must commence in set timeframe, but there's no requirement to complete?

Yes, construction only needs to 'substantially commence' within 24 months of approval.
n summary the regulation variations ensure that:
a planning or building consent is valid for 24 months
an applicant has 24 months to substantially commence an approved development
for those applicants that initially only seek planning consent (and then seek building consent and development approval once finance is secured), they would have an extra 24 months (than the current timeframes) to secure finance and commence an approved development.

so this seems to be the loophole these dodgy non-developers are exploiting
