Do you know who .... and will it be same development built or will they demolish the 1-2 storeys and start again?

From the limited info I've seen, it will be the same design with internal layout modifications to suit a hotel arrangement rather than apartments.

It looks like the same building, with a name change to WINGFOLD TOWER. JPE Design are still the architects. BUILT will probably continue the construction from where they left off.
