Not sure if this is what OP is referencing, but the GPO tower is actually named Victoria Tower. Has been since the foundation was laid 150+ years ago.

Correct, and town hall is Albert Tower.

Developers in Adelaide have a tendency to lower their heights during the planning stages in contrast to their original heights. e.g. 270 pultney street, 230m OG, now 180m after planning

I know that mate I’ve been on this forum a lot longer than you, I don’t need the mansplaining. I’ve also seen developers increase height as well.
Typically they’re be some type of statement with such a change, a new lodgement of sorts

I presume they are referring to this, which doesn't make clear how much any height reduction will be:
Variation to DA 020/A155/20, 21023213 and 21034612 - additional building level, overall reduction in building height, reduction in car parking spaces and a reduction in number of dwellings by one, and modifications to dwelling typologies and configurations
I don't think two examples shows a "tendency" to reduce heights, but then I also don't care if heights are ultimately reduced because I'd rather see something built than not. Also the quality of the building is a much more important metric imo because I don't have a height fetish.

Looking online, apparently the tower is 36 levels and 122m. So 1 metre less and 1 level more than what the name of this topic indicates.

Really crappy photo from today
Synergy now demolishing the front facades of the existing buildings, so have moved the site perimeter out to include the footpath.
Across the road at the market site - absolutely zip going on.
