One of the comments under the article is that it's too tall for accommodation and therefore a fire hazard.

If this is approved as being in keeping with the 'character of North Terrace' then I really don't see why that reason was ever used to reject the original proposal. It is nothing more than a few small changes that have slightly enhanced it.
While this in itself is a good thing and should be applauded it, to say that this design compared to the original makes much of a difference one way or the other to the character is a load of crap. They either need to drop that reasoning or figure out exactly what they are trying to achieve before rolling it out.

They deferred it, not rejected it. They wanted more realistic drawings, more information around the materials to be used and a few other points before it was approved. NORTH Terrace will have its own Twin Towers after revised plans for a student accommodation building was approved by the State Commission Assessment Panel.
The Panel has resolved to grant a development plan consent to Global Student Accommodation’s $60 million proposal for student accommodation to site alongside a hotel and apartment complex.

The student accommodation building will stand at 34-storeys high and house 680-beds for international students at the corner of North Tce and Frome St, next to Frome Central Tower One — already under construction on Frome St.
In the lead up to the proposal being assessed by the Panel, an associate government architect raised concerns that the building did not fit the character of the city’s cultural boulevard.
But the Panel said it was “satisfied that the proposal generally accords with the related Objectives and Principles of Development Control of the Adelaide (City) Council Development Plan” and granted the proposal development plan consent.
The first step is now the demolition of the 1950s First Church of Christ Scientist building, which the Panel gave GSA approval to do.
