Playhouse Lane and Gilles Arcade are pretty much just access roads for car parks. Personally I think if they're going to completely re-shape the square, they should be working with the government to rezone around the square and open some the TAFE sites to development. Perhaps move the tafe to the remand centre site and move the remand centre behind the courts.
I think a bigger approach is needed to just moving a road, adding some paving and some vegetation and lighting. For example other then one half of Vic Square looking nicer then the other half, what's been the real daily benefit? Office workers would still be walking through it to get to/from work/public transport/car parks. The homeless/intoxicated indigenous would still be using it overnight.
It's just dressed up half measures. We're doing something, but nothing's really changing.

Leave the TAFE where it is, the main city campus is close enough to public transport and Rundle Mall. As for Light, you are right abc, he is buried there, the only person that has been given the status of being buried within the square mile of Adelaide. Everyone else important most likely buried at West Tce cemetery like Bonython.

It would still be close to PT at the remand centre site. From a traffic perspective option 1 makes sense, I used to drive west along Waymouth to West Tce when leaving my previous job in the CBD, you wouldn't believe how many people ran reds, missed green turn lights, or changed lanes right in front of you mid stream in those multiple light sets across the bottom of the square.
e: And to head off the car addiction, this was when I worked nights or weekends and parked in the Wyatt U Park or in the free after 7pm parks on Hindmarsh Square. Day shifts on weekdays and I had to drive in and park in Rundle U Park, because my immense bitch of an operations manager refused to let me start and end my 12-10 shift 5 minutes early to let me run from Chesser House to catch the 2202 G20 bus home out front of 2KW, and insisted I would just have to deal with waiting 50 minutes for the 2305 bus

This does look great. If up kept I think it will be gorgeous. It will be great if the rest of the parklands got this treatment and connected the inner burbs to the cities to switch these types of walkways. They be much more inviting.

Native plants that are drought tolerant are far better than introduced species from another part of the world with a different climate.
