The tower never made it in to the final design stage. ACC were really disappointed over the 'under development' of the site. In a way it's a catalyst for mooted "minimum height limit" regulations to be introduced to the development plan at some point.
There are no windows on the property boundaries except for the southern (Vaughan Place) and north terrace ones. The windows between ayers house and the development are seperated by a pedestrian easment. I have been informed that this coming Monday the ACC will approve a proposal by the Karidis corporation for the site at 287-299 Angas Street (corner with Hutt Street).
The building will have 5 levels, and contain 2 commercial tenancies on the ground floor. The building will have 64 car-parks for the 36 residential apartments. The building will be 17m tall. I wasn't provided a picture however I have been told the building will be a simple yet elegant building inspired by the surrounding heritage buildings.

On August 29, an application was lodged with the council for a 7 level addition to the Rydges South Park hotel on the corner of South and West Terrace. The proposed addition will include more car-parks as well as conference facilites. The project is estimated to cost $4.86 million and it has been designated category 2 by the council.

There is a 28m height limit for that site, for a 223 North Terrace style addition would be impossible, as it would elevate the building to 14 stories. Also the carpark that 223 North Terrace was built on top, was engineered to take the weight of the apartments. I seriously doubt the current Rydges South Park was engineered to support an additional 7 levels. That's what I expected but it sounded like you said a 7 level addition to the building. The development Registers on ACC website have been updated for July and August.
Some developments that I have not heard about are 16-20 Coglin St, Adelaide (12 St mixed use, 6 level office, 5 Apartments and 1 retail)
