I don't think that's the crane pad. Looks like a pad footing with starter bars for columns. Crane pad would be near the front of the site.

There's no missing struts. The loads from the upper floors are transferred to the columns via the larger beams just above the driveways to prevent vehicle access being obstructed.

It's got planning approval, but still needs to go through building rules consent before construction commences. The design specifics needs to be refined from the planning lodgment to the detailed design stage (also to get it to a stage where it can be sent out for tender to the Contractors).
